Norwegian citizens can do this in Iceland, Sweden, Finland and Denmark. And the same if you jumble the countries around.

Since the EU is a sovereign state, HG, what would happen if it exercised one of a sovereign state's most powerful foreign policy tools and declared war on, say, Turkey?

Would the UK, France and Germany be compelled to mobilise and fight or are you talking shit?
